Good policy matters. Institutions determine whether it works.

We work with governments, development partners, and public institutions to understand how rules, incentives, capacities, relationships, and power shape institutional performance.

Our work goes beyond formal structures to examine how institutions function in practice — how decisions are made, how responsibilities are distributed, where implementation breaks down, and what changes can improve effectiveness, accountability, and responsiveness.

What we do

Five service lines focused on institutions, public systems, and implementation.

01

Institutional and governance assessments

We assess how institutions function in practice — including mandates, roles, incentives, decision-making processes, coordination arrangements, organisational capacity, and accountability. Our work helps clients distinguish between formal institutional design and the realities that shape implementation.

02

Political economy and stakeholder analysis

We analyse the interests, incentives, relationships, power structures, and institutional dynamics that influence policy and programme outcomes. This includes political economy analysis, stakeholder mapping, institutional incentives, reform feasibility, and analysis of how formal and informal rules shape behaviour.

03

Public sector reform and institutional strengthening

We support governments and development partners to strengthen institutional performance, coordination, and implementation capacity. Our work includes organisational diagnostics, institutional reform, functional reviews, decentralisation, intergovernmental coordination, capacity development strategies, and implementation arrangements.

04

Accountability, participation and inclusive governance

We support programmes aimed at improving how institutions engage with citizens, communities, and stakeholders. Our work includes social accountability, participatory governance, citizen engagement, grievance and feedback mechanisms, transparency, inclusion, and analysis of how marginalised groups participate in public decision-making.

05

Governance, rule of law and programme effectiveness

We design, assess, and evaluate programmes working on governance, rule of law, institutional reform, and public-sector effectiveness. Our work includes baseline studies, programme reviews, mid-term and final evaluations, institutional assessments, theory-based evaluation, contribution analysis, and learning support for governance programmes operating in complex and politically sensitive environments.
